to Dan Smith, Exec Director of the Compact Commission, Review of the
UConn Cotterill Study
Correction: In the
paper below (2001) I write that, "Cotterill and Franklin . . .
concluded that the Compact had no impact on retail milk prices . .
" In fact, Cotterill and Franklin did find that the compact
resulted in higher retail milk prices in the Northeast, "we find a
2.7 cents per gallon impact (due to the compact)." This
impact is much lower than the impact I estimated below.
For a comparison of methodologies for estimating the retail impact
of the compact, I would refer you to Dr. Cotterill's website at the Food
